What is an ITF263?
The ITF263 is Zimbabwe’s official tax clearance certificate issued by ZIMRA. It confirms that the holder is a registered taxpayer who has filed all required returns, has no outstanding tax debt, and is in good standing with the tax authority.
The certificate is widely required across Zimbabwe for business and official purposes, making it one of the most important documents for any operating business or individual taxpayer.
Requirements for Tax Clearance
Before applying, ensure you meet all these requirements:

Common Blocker: The most common reason for rejection is unfiled returns. Even if you owe no tax, nil returns must be filed for every period. Check your TaRMS dashboard for any outstanding returns before applying.
How to Apply via TaRMS
- Log into TaRMS at tarms.zimra.co.zw
- Navigate to “Applications” > “Tax Clearance Certificate”
- Select the purpose of the certificate (tender, forex, vehicle registration, etc.)
- Enter the institution requesting the certificate (if applicable)
- Review your compliance status — TaRMS will show any outstanding returns or debts
- If compliant, submit the application
- ZIMRA reviews the application (typically 7-14 working days)
- Once approved, download the ITF263 from your TaRMS dashboard
Tip: If your application is rejected due to outstanding returns, file those returns first (even nil returns), then re-apply. If you have outstanding debt, you can apply for a payment plan with ZIMRA and then request a conditional clearance.
Verification
Third parties can verify the authenticity of an ITF263 certificate through:
- TaRMS portal: Enter the certificate number to verify online
- ZIMRA offices: Present the certificate at any ZIMRA office for verification
- QR code: Some certificates include a QR code that links to the verification portal
Always verify certificates presented to you, especially for tender purposes, as fraudulent certificates do circulate.
Common Issues and Solutions
My application was rejected — what do I do?
Check your TaRMS dashboard for the reason. Usually it is unfiled returns or outstanding debt. File all missing returns (even nil returns), pay outstanding debt or set up a payment arrangement, then re-apply.
I need the certificate urgently
Standard processing is 7-14 days. For urgent cases, visit your nearest ZIMRA office with all returns filed and no outstanding debt. Some offices can expedite the process. Alternatively, engage a tax practitioner who may have faster processing channels.
My certificate expired during a tender process
Apply for a new certificate immediately. Most procurement authorities will accept a recently expired certificate while the new one is being processed, provided you can show proof of application.
